De Facto

De facto (in fact; in reality) 是一項拉丁語的表述，意思指「事實上」或者「執行上」，而法律上並未宣告。

與拉丁語的de jure相對—de jure的意思是指「法律上」等由法律、政府干預、技術性的手段（例如規格、標準、協議等）等明文規定的方法，而de facto的意義則著重於該方法是由通俗的經驗所構成，不由規範所構成，甚至方法本身亦與規範互相違反。

當發生於法律上的情況時，de jure表明法律上的明文規定，而de facto則表明實際運作上的方法和行為。
